On February 1, 2005, the Delray Beach City Commission adopted a public art ordinance, establishing the Public Art Advisory Board and setting aside 1.5% of Delray Beach capital construction projects over $200,000 for public art.
The seven-member board recommends, initiates, and oversees public art projects; establishes the direction for selection of artwork; and advises the City Commission as to policies regarding visual arts. Board members are appointed by the City Commission.
Projects include temporary, permanent, and educational site-specific installations in two and three dimensions from individuals or collaborators.
Advise and make recommendations to the City Commission with respect to public art policy and related issues including, but not limited to, the selection, construction, and placement of public art in or on City rights-of-way and City-owned property.

Three seats on the Board must be filled by persons who are either an artist, architect, landscape architect, or engineer. Lay persons of knowledge, experience, and judgement who have an interest in public art shall make up the balance of the Board.
Sharon Koskoff is a full time professional artist known for her Decometric murals, conceptual installations, giant puppets, environmental designs, children's programming, and love of architecture. As fine arts major of sculpture and photography, she received a Bachelor of Arts degree from Brooklyn College, and a second degree in Color Theory from the New York School of Interior Design. Ms Koskoff taught at the Armory Art Center for fifteen years and is currently teaching at Old School Square for the past three years. She is the only visual artist on record to receive eight consecutive Neighborhood Artist in Residency Program grants from the Palm Beach County Cultural Council to create community public murals in Delray Beach. Ms Koskoff is the founding president of the historic preservation organization Art Deco Society of the Palm Beaches. She is completing her first book for Arcadia Publications entitled Art Deco of the Palm Beaches. Ms Koskoff's term expires on August 2, 2008.
Kevin Rouse ("Kevro") says, all creative expression is art. He is a graduate of The Art Institute of Fort Lauderdale, a professional photographer with more than thirty years of experience, a gicl?e pioneer, an intuitive oil painter, a national award-winning designer, and most recently, an internationally recognized filmmaker. Kevro clearly possesses a wide range of artistic skills. But what makes Kevro's art truly extraordinary is his ability to combine numerous disciplines to express his vision in new and exciting ways. Today, he is blending photography, art, design and sculptural elements to create a radical new collection of custom art installations. Kevro established his artist-owned gallery in downtown Delray Beach in 2000. In 2006, Kevro purchased an industrial compound just down the street, a creative incubator to paint, socialize, & execute artistic solutions. His interests include holography, string theory, meaningful art films, & the fruition of dreams. Mr. Rouse's term expires on August 2, 2009.
Patricia Truscello's vision for Delray Beach is one that encompasses the city as a mecca for not just art enthusiasts, but also artists themselves. "I would like to see more film makers, photographers, screenwriters, novelists, choreographers and visual artists come flocking here, not just to work but also to live." Her goal for her appointment on the city's first public art advisory board is to help create world-class public art experiences that give Delray Beach recognition as a creative community accepting of diversity in all its artistic forums. Ms Truscello's formal education includes a BS in Landscape Architecture, a MA in Teaching English as a Second Language, a Certificate in Photography and graduate studies in Photography at RISD. She is currently a Senior Public Relations Specialist with Palm Beach County Public Affairs where she serves as the departmental liaison with the County's Art in Public Places Program. Ms Truscello's term expires on August 2, 2009.
Carolyn Pendelton-Parker has been a resident of Delray since age six. CV in brief, Master of Landscape Architecture from Harvard Graduate School of Design, Fine Art and Graphic undergraduate degrees from Florida Atlantic University and Parsons School of Design. She is a Practicing Landscape Architect with Sanchez & Maddux Inc., Palm Beach, specializing in the integration of landscape as art, ecology and sustainable landscape technologies. She has been published by Princeton Press on rare occasions. Ms Pendleton-Parker's term expires on August 2, 2009.
Vincent Dole is Limited Partner of Waterside Partners Venture Capital. He was the Chairman of Dolefam Corporation for twenty years, and was appointed by the US Secretary of Commerce to serve on the Board of the Caribbean Basin Council. With a life-long interest in the arts, he has served on the Board of Trustees of the Goodman Theater in Chicago, the Auxiliary Board of the Art Institute in Chicago and the Board of Directors of the Foundation for the National Archives in Washington DC. He is a supporter of the National Association for the Advancement in the Arts. He is currently Chairman of Friends of Delray, a civic education organization. Mr. Dole's term expires on August 2, 2008.
Robert Currie, A1A, is the founding principal of the architectural firm CURRIE SOWARDS AGUILA ARCHITECTS, located since its 1969 inception in Delray Beach, Florida. He received a Master in Architecture from Harvard University, Graduate School of Design in 1965 and a Bachelor of Archecture from the University of Minnesota in 1962. With sixty design awards to his credit, Mr. Currie is the firm's principal designer and responsible for projects through the design development phase. In 1990, he received the A1A Palm Beach Chapter's Award of Honor for Design for his contributions to architectural design. The firm was honored by A1A Florida as the Firm of the Year 2000. Mr. Currie received the prestigious Gold Medal Award in 2002 from the A1A Palm Beach Chapter in recognition of his contributions to the architectural profession. Mr. Currie's term expires on August 2, 2009.
A native of Palm Beach County and thirty-five year resident of Delray Beach, Mary "Penny" Smith is enjoying her second term on the Board. After many years teaching Montessori School at Unity School in Delray Beach, she began a second career in the arts. For more than ten years she has represented both local and national artists and worked in galleries on Atlantic Avenue. As a long time "local", she has enjoyed watching and participating in the cultural renaissance of Delray Beach. She hopes Delray will be known for having its art in the right places and continue to attract emerging artists. Ms Smith's term expires on August 2, 2008.
