The Constitution of the United States gave Congress the sole power to regulate commerce and determined that any effort on the part of the states to restrict free trade between the states is unconstitutional.

Delray Beach acknowledging the constitutionality of interstate commerce, waives any license fees for solicitors, canvassers and agents engaging in interstate commerce.

In order to conduct business in Delray Beach, the applicant must provide the city an interstate commerce form declaring the individuals'  names and stating the interstate activity.

An Interstate Commerce Affidavit (46k)  must be completed and notarized before engaging in business in the City.
