The Financial Review Board is a continuation of the previously named Budget Task Force. It is a seven (7) member citizen review board with two (2) alternate members, all appointed by the City Commission. Alternate members participate in all discussions but may vote only upon the absence of a regular Board member. This Board is supplemented with staff support from Lisa Herrmann (Budget Officer) and Rebecca S. O'Connor (Treasurer) as well as other staff support. The recording and preparation of meeting minutes, agendas and additional staff support is provided by Barbara Flynn (Executive/Technical Assistant). All agendas and minutes are posted on the City website.
Meetings are held on the second and fourth Tuesday of each month at 8:30 a.m. with meetings lasting approximately two (2) to three (3) hours. The locations will be on the Agendas which will be posted in the lobby of City Hall prior to the meetings. The first meeting at the inception of this Board was on December 1, 2009. Mission Statement:
Our Mission is to examine the income and expenditures (broadly defined) of the City of Delray Beach, and make recommendations to the City Commission on various ways to favorably impact the City's budget and overall financial condition.
Specific GAP Closing Recommendations - The City Manager stated on 7/13/10 that he had reduced the initial departmental expenditure requests of $100,092,050 to a current net total of $98,419,260. Our current revenue estimate at the current millage of 7.19 is $91,146,290 leaving a budget gap of $7,272,970. The City Manager outlined his recommendations for closing this gap.
