The PERC Commission, sanctioned by the State of Florida PERC, convenes whenever necessary,  to hear petitions before it pertaining to collective bargaining issues such as certification, amending certification, decertification, unfair labor practice or unit clarification, etc.

The Public Employees Relations Commission was created by the State of Florida Legislature to serve as an independent, neutral body.  Local governments could vote to establish a local Public Employees Relation Commission which, when approved by the State PERC, gives substantially the same rights to the local public employees.  The City of Delray Beach has an approved local PERC which currently functions to assist in resolving disputes between public employees and public employers. 

The City Commission appoints three regular representatives (non-City employees) and one alternate representative to serve a four-year term on PERC without recompense.
