Support Services

The Department provides support to the City Commission, Planning and Zoning Board, Site Plan Review and Appearance Board, Historic Preservation Board, Education Board, Parking Management Advisory Board, and the Community Redevelopment Agency through the preparation of reports, studies, and provision of other documentation on planning related items.

In addition to the City Commission, five advisory City Boards oversee planning and development activities within the City.

PLANNING AND ZONING BOARD (P&Z)
  • Acts as the Local Planning Agency for the City of Delray Beach. The Board reviews applications for changes in land use designations, rezoning, conditional use, subdivision of land etc. The Board is responsible for monitoring the entire range of long term planning activities, including capital improvement planning and the policies which govern the implementation of the Comprehensive Plan.
SITE PLAN REVIEW AND APPEARANCE BOARD (S.P.R.A.B.)
  • Serves to promote certain development compatibility and aesthetic goals which are directed by the City's Comprehensive Plan, as they relate to the development of property within the City. The Board's primary focus is on site plan review and architectural, landscaping and signage features.
HISTORIC PRESERVATION BOARD (H.P.B.)
  • Serves to promote the City's Historic neighborhoods and important architectural resources. The Board reviews the design of exterior changes to buildings located in the historic district or designated historic structures. The Board may grant variances to code requirements, if meeting those requirements would detract from the historic character of the site.
PARKING MANAGEMENT ADVISORY BOARD (P.M.A.B.)
  • Serves to advise and make recommendations to the City Commission with respect to parking management policy and related issues including, but not limited to, the planning, financing, development, construction and operation of parking facilities.
SUPPORT ACTIVITIES TO OTHER CITY DEPARTMENT INCLUDE:
  • Review of applications for Occupational Licenses for compliance with zoning;
  • Review of Building Permit Applications for compliance with the approved development plans;
  • Assisting in the review of applications for Signage;
  • Review of subdivision plat applications for compliance with requirements of the LDRS;
  • Serving as a liaison to other City Departments when questions relating to the history of the City arise; and,
  • Preparation of maps and graphics.
