Below is a list of major, new projects (located east of I-95) being processed by the Planning and Zoning Department and anticipated schedule for upcoming Board meetings.

The anticipated meeting date is based on the normal processing schedule and is subject to change.  Please contact the Project Planner to verify if there are any changes to the anticipated meeting date.

  • Location/Address - East side of South Federal Highway and generally between Tropic Boulevard and Avenue "G" (2501 South Federal Highway).
  • Description -  The proposal involves a rezoning request from AC (Automotive Commercial) to GC (General Commercial) for the former Ralph Buick site comprising of 6.28 acres; and, from RM (Medium Density Residential) to OS (Open Space) for a 0.59 acre parcel located at the southeast corner of Avenue "F" and the unimproved Frederick Boulevard right-of-way. 

     

    The proposed request also involves a Class V site plan application to allow the demolition of all existing buildings and improvements within the subject site and the construction of a 79,000 square foot WalMart Store with three loading bays along the south side of the building. Other site improvements include the construction of 316 parking spaces and the installation of associated landscaping; the construction of two retention areas; the installation of a proposed signaled intersection at the primary driveway entrance on South Federal Highway; the construction of a handicap accessible sidewalk connection to the residential neighborhood on the east side of the subject site; and, the construction of an eight (8) foot high wall along the east and south sides of retention area #1. In conjunction with the Class V site plan, the applicant has submitted a waiver request to Section 4.6.16(H)(3)(i) of the City's Land Development Regulations which requires an interior landscape island to be located every ten (10) interior parking spaces.

    New Century Courtyards at Delray Beach

  • Location/Address - West side of South Federal Highway approximately 320 feet south of SE10th Avenue and north of the Plaza at Delray.
  • Description -  This is a conditional use request to allow the a density of up to 22 units per acre.  The conditional use request is in conjunction with a proposed mixed-use project that consists of three residential  buildings and an existing office plaza.  The residential component of the development consist  of 180 dwelling units within the  8.19 acre site for an overall density  of 22 units per acre.

  • Location/Address - Northwest corner of SW 4th Avenue and Linton Boulevard.
  • Description -  This is a privately initiated amendment to the Future Land Use Map from MD (Medium Density Residential 5-12 du/ac) to GC (General Commercial)  and rezoning from RM (Medium Density Residential) to GC (General Commercial). The subject site is vacant and contains 7.08 acres

    Amendment to the Land Development Regulations Regarding Bed and Breakfast Inns

     

  • Description -  This is a city-initiated amendment to LDR Section 4.3.3(Y) "Bed and Breakfast Inns" to specify where bed and breakfast inns are allowed and to modify the regulations pertaining to this use. The proposal clarifies that where bed and breakfast inns are allowed they are subject to the provisions of Section 4.3.3(Y).

     

    The proposal amends LDR Sections 4.4.3 "Single Family Residential (R-1's) District, 4.4.5 "Low Density Residential (RL) District", 4.4.6 "Medium Density Residential (RM) District" to add bed and breakfast inns as a conditional use subject to the provisions of LDR Section 4.3.3(Y).  

     

    The proposal also involves amending LDR Section 4.4.13 "Central Business District (CBD) to allow bed and breakfast inns as a permitted use, subject to the provisions of LDR Section 4.3.3(Y), except in the West Atlantic Neighborhood, where they will be allowed as a conditional use.

     

    The proposal amends LDR Section 4.3.3(Q) "Guest Cottage", to allow guest cottages to be used for paying guests in Bed and Breakfast Inns and amends 4.3.3(ZZZ) "Transient Residential Uses" to clarify that an established Bed and Breakfast Inn is not a transient residential use.

     

    Finally, the proposed text changes amend Appendix "A"  "Definitions" for Bed and Breakfast Inns and Guest Cottages.

    Lemongrass Restaurant

        

  • Location/Address - 420 East Atlantic Avenue (south side of East Atlantic Avenue, between SE 4th Avenue and SE 5th Avenue). 
  • Description -  The development proposal involves a 1,020 sq. ft.  conversion of retail floor area to restaurant. In  2006, a Class III site plan modification was approved which converted the rear portion of an existing 1,525 sq. ft. retail store called the Buddha Room, into a restaurant for the expansion of the Lemongrass Restaurant by 505 square feet.  The square footage (1,020 sq. ft.) being converted is the remaining portion of a neighboring retail bay.

    186 NW 5th Avenue
  • Location/Address - West side of NW 5th Avenue, between NW 1st Street and Martin Luther King Jr. Drive (NW 2nd Street). 
  • Description -  The proposal involves a request for individual designation of The Harvel House at 186 NW 5th Avenue.  The Harvel House is currently located at 36 SE 1st Avenue and is classified as contributing to the Old School Square Historic District. The Delray Beach CRA has purchased the structure and would like to relocate it to 186 NW 5th Avenue within the West Settlers Historic District.

     

    The Harvel House is named for a Delray Beach pioneer family who owned the property at 36 SE 1st Avenue for many years. The circa 1937 structure was built by Roy Hinson Harvel and was occupied by either  Mr.. Harvel or his sister until 1973. Mr. G.W. Harvel, Roy's father, arrived in Delray in 1903 and was likely involved in the construction of many of Delray's early construction as he was both a farmer and carpenter. The history of 36 SE 1st Avenue also has ties to other prominent Delray settlers such as the Sterlings, Barwicks, O'Neals, and Scotts who owned the property prior to the Harvel family. Therefore, the proposed designation meets the historical or cultural significance criteria noted above.

    The subject frame vernacular structure is indicative of early Delray Beach architecture with its architectural modesty and practical elements, such as the raised foundation for storm safety and overhangs and porches for added protection from the weather. Therefore, the designation of the subject structure meets the architectural or aesthetic significance criteria noted above as it "portrays the environment in an era of history characterized" by its architectural styles, and embodies "distinguishing characteristics of an architectural style, period, or method of construction."

    125 North Swinton Avenue

    • Location/Address -  East side of North Swinton Avenue, between NE 1st Street and NE 2nd Street
    • Description -  The development proposal involves renovation to the existing structure and the construction of a three-story addition. The first floor of the new addition will include offices, powder room and kitchenette; a new foyer with stairs to the second floor; a two car garage and storage area. The second floor will be devoted to a two-bedroom residential unit with a third floor loft area.  Other site changes involve modification to the parking lot to accommodate an additional parking space.

    Old Library Hotel & Spa Mixed Use

     

     

    Attached Site Plan

    • Location/Address - Located south of East Atlantic Avenue between SE 4th Avenue and SE 5th Avenue.
    • Description - The site is developed and contains the old City Library building; the Chamber of Commerce building and the City public parking lot; and, a commercial building south of the old City Library building. 

       

      The project involves the demolition of the existing structures and construction of a new mixed-use development that includes 86 hotel guest suites, a 253-space parking garage and 50,638 sq. ft. of retail and office.  The six-story hotel building fronts on SE 4th Avenue and accommodates the lobby area and hotel offices, conference rooms and a restaurant on the first floor with the guests suites on the 2nd thru 6th floors. The 5-story retail/office mixed use building fronts on SE 5th Avenue. Retail uses will be accommodated on the first floor with the remaining floors devoted to office uses. The parking garage is located interior to the site and is accessed via the newly constructed east-west drive that traverses the site. Finally, the development proposal includes abandonment of a portion of the north/south alley within the boundaries of the project.

       

      The development includes a conditional use request to allow the hotel and mixed-used buildings to exceed a building height of 48 feet (maximum height of 59' 1" is proposed).
