The Delray Beach Police Department’s Holiday Robbery Task Force has been operational since 1997.  This Task Force runs annually from Thanksgiving through the New Year and provides a saturation of patrol units in all shopping centers within the City of Delray Beach.  The Police Department provides high profile visibility, utilizing approximately 100 different officers throughout the holiday season.  During the course of the program in 2010, one thousand, four hundred, and fifty-six (1,456) hours and a total of $75,025 were spent.  The Holiday Robbery Task Force serves as an important deterrent, reducing the number of serious crimes during the Holiday Season when crimes of opportunity tend to increase. In addition, the presence of officers is expected to make citizens and visitors feel more secure. If a crime should occur, officers are on site and available to intervene. During the 2011 holiday season the Holiday Robbery Task Force will be deployed in the following commercial areas:  Delray Crossings Plaza (with the anchor store of Target, and Outback and Steak-n-Shake restaurants); Super Walmart/Murphy Oil stand-alone businesses; Delray Square (with the anchor stores  of Big Lots and Family Dollar); Boca/Delray Plaza (with the anchor store of Poppies Restaurant and Bank of America banking center); Delray West Plaza (with the anchor stores of Bed, Bath, and Beyond and CVS Pharmacy); Pines West Plaza (with the anchor stores of Gold's Gym and Curves fitness centers); Plaza Delray (with the anchor stores of Publix Supermarket, Regal Cinemas, and Books-A-Million); and the Downtown Delray Beach business/art district with specialty shopping and restaurants(inclusive of Atlantic Avenue from Swinton Avenue to the Intracoastal Coastal Waterway).  The projected cost to continue the Holiday Robbery Task Force for 2011 is anticipated to remain on par with the prior year as there will be no salary increases and the number of needed officers for this project will remain the same.  We are requesting the full JAG allocation of $53,503 go towards funding this important program. All additional costs program costs, including other benefits, will be funded by the City.

Budget Narrative:

In order to support the Department’s deployment plan for the Holiday Robbery Task Force, we are requesting funding for the cost of overtime for officers who will be deployed in the targeted areas. These officers will provide high visibility patrols and serve as a crime deterrent. In addition, the presence of officers is expected to make citizens and visitors feel more secure. If a crime should occur, officers are on site and available to intervene. Based on the prior year, we anticipate the program’s cost to be on par with overtime and FICA due to there not being any salary increases, and the number of officers needed for this project remaining the same. We are requesting the full allocation of $53,503 to support this program. Of that, $49,700 would directly fund overtime costs and $3,830 would support the cost of FICA.  Below is an itemized outline of the proposed budget.
