The Delray Beach Police Department’s Holiday Robbery Task Force has been operational since 1997.  This Task Force runs annually from Thanksgiving through New Year’s Eve and provides a saturation of patrol units in all shopping centers within the City of Delray Beach.  The Police Department provides high profile visibility, utilizing approximately 100 different officers throughout the holiday season.  During the course of the program in 2011, over one thousand, three hundred hours were dedicated to this project.

The Holiday Robbery Task Force serves as an important deterrent, reducing the number of serious crimes during the Holiday Season when crimes of opportunity tend to increase. In addition, the presence of officers is expected to make citizens and visitors feel more secure. If a crime should occur, officers are on site and available to intervene. During the 2012 holiday season, we expect the Holiday Robbery Task Force to be deployed in the following commercial areas:  Delray Crossings Plaza (with the anchor store of Target, Outback and Steak-n-Shake restaurants), Super Walmart, Delray Square, Boca/Delray Plaza, Delray West Plaza, Pines West Plaza, Plaza Delray (with the anchor stores of Publix Supermarket, Regal Cinemas, and Staples), and the Downtown Delray Beach business/art district with specialty shopping and restaurants (inclusive of Atlantic Avenue from Swinton Avenue to the Intracoastal Coastal Waterway).  The projected cost to continue the Holiday Robbery Task Force for 2012 is anticipated to remain on par with the prior year and the number of needed officers for this project will remain approximately the same.  Last year’s total cost was $62,389.74, with $53,503 funded through the FY 2011 JAG and the remainder being funded by the City. For the upcoming 12/13 fiscal year, we are requesting the full JAG allocation of $42,212 go towards funding this important program. All additional program costs, including other benefits, will be funded by the City.

Budget Narrative:

In order to support the Department’s deployment plan for the Holiday Robbery Task Force, we are requesting funding for the cost of overtime for officers who will be deployed in the targeted areas. These officers will provide high visibility patrols and serve as a crime deterrent. In addition, the presence of officers is expected to make citizens and visitors feel more secure. If a crime should occur, officers are on site and available to intervene. We anticipate the program’s cost to be on par with the prior year’s cost, with the number of officers needed for this project remaining approximately the same. We are requesting the full allocation of $42,212 to support this program. Of that, $39,212 would directly fund overtime costs and $3,000 would support the cost of FICA.  Below is an itemized outline of the proposed budget.

In addition, the presence of officers is expected to make citizens and visitors feel more secure. If a crime should occur, officers are on site and available to intervene. During the 2011 holiday season the Holiday Robbery Task Force will be deployed in the following commercial areas:  Delray Crossings Plaza (with the anchor store of Target, and Outback and Steak-n-Shake restaurants); Super Walmart/Murphy Oil stand-alone businesses; Delray Square (with the anchor stores  of Big Lots and Family Dollar); Boca/Delray Plaza (with the anchor store of Poppies Restaurant and Bank of America banking center); Delray West Plaza (with the anchor stores of Bed, Bath, and Beyond and CVS Pharmacy); Pines West Plaza (with the anchor stores of Gold's Gym and Curves fitness centers); Plaza Delray (with the anchor stores of Publix Supermarket, Regal Cinemas, and Books-A-Million); and the Downtown Delray Beach business/art district with specialty shopping and restaurants(inclusive of Atlantic Avenue from Swinton Avenue to the Intracoastal Coastal Waterway).  The projected cost to continue the Holiday Robbery Task Force for 2011 is anticipated to remain on par with the prior year as there will be no salary increases and the number of needed officers for this project will remain the same.  We are requesting the full JAG allocation of $53,503 go towards funding this important program. Dear Citizens:

On February 17, 2011, Sergeant Adam Rosenthal passed away as the result of a vehicle crash.  Adam’s death was a huge loss to the Delray Beach Police Department and all of its members, but his service to the community, goodness, compassion, sense of humor and life achievements will always be remembered. 

On behalf of the Delray Beach Police Department, I would like to thank the Delray Beach community for the support shown to our officers and employees during the very difficult time after Adam’s death.  Your support, kind words, cards and letters about Adam have been comforting and helpful in the healing process.  It is nice to know that our members are loved and respected by so many.

The monetary donations and heartfelt condolences from so many people, not just from Delray Beach, but throughout the country, have been overwhelming, and we are so grateful for the kindness and generosity.  I would like you to know that the men and women of the Delray Beach Police Department truly appreciate your support and expressions of sympathy.     

It is an honor and a privilege to serve the citizens of Delray Beach, and it is our mission to continue to serve and protect our community with professionalism and respect.

PLEASE BE AWARE OF THE FOLLOWING SCAM THAT SEEMS TO OCCUR IN SOUTH FLORIDA THIS TIME OF YEAR.

How it works:
The target is usually an elderly female.
Items stolen are usually the rings and/or bracelets worn by the target.
Unknown subject cons way into home, stating there’s a problem with the water quality or water pressure, he’s testing the system, a neighbor has a leak, or they are spraying for insects.
Sometimes two individuals will gain entry.
They will either bring their own glass or ask the target for a cup or glass, which they will pour water into & then will usually add alka-seltzer or some other bromide or color agent.
They will then “accidentally” spill a liquid on the target’s hands, she is told it is acid, & that she should remove her jewelry and wash her hands immediately, or she may be told to go flush all the toilets multiple times, or run the water, sometimes they will ask for a glass of milk to soak the jewelry.
While the victim is continually told to keep washing her hands, or running the water, the thieves pocket the jewelry & flee the scene.

IT IS BELIEVED THAT MANY OF THE PEOPLE COMMITTING THESE CRIMES ARE FOLLOWING THEIR VICTIMS HOME FROM GROCERY STORES AND OTHER SHOPPING VENUES.

Effective Saturday, August 28, 2010 the hours of the Front Desk at the Delray Beach Police Department will be reduced.  This reduction is an effort to make us more efficient and effective.  The new hours will be Monday through Friday, from 7:00am to 8:00pm.  The lobby will be closed on Saturdays and Sundays.

ACCREDITATION TEAM INVITES PUBLIC COMMENTS ABOUT
THE DELRAY BEACH POLICE DEPARTMENT

Delray Beach, FL:  Police Chief Anthony W. Strianese has announced that a team of three assessors from the Commission for Florida Law Enforcement Accreditation (CFA) will arrive on Tuesday, August 17, 2010, for a three-day assessment to examine all aspects of the Delray Beach Police Department’s policies and procedures, management, operations, and support services.  The Delray Beach Police Department has to comply with approximately 277 standards in order to receive accredited status.  Many of these standards are critical to life, health and safety issues.   The Department received initial accreditation in 2004, its first re-accreditation in 2007, and is seeking its second re-accreditation in 2010.

Delray Beach Police Department Accreditation Manager Maria Marino-Bollan said the assessment team is composed of law enforcement practitioners from similar agencies.  The assessors will review written materials; interview individuals; and visit offices and other places where compliance can be witnessed.  Once the Commission’s assessors complete their review of the agency, they report back to the full Commission, which will then decide if the agency is to receive accredited status.  Upon Commission approval, The Delray Beach Police Department’s re-accreditation is for three (3) years.  Chief Strianese advised that verification by the team that the Delray Beach Police Department meets the Commission’s standards is part of a voluntary process to gain or maintain accreditation which is a highly prized recognition of law enforcement professional excellence.
