FY 2012 Adopted Millage Levy & Budget

The following budget resolutions for Fiscal Year (FY) 2012 were approved at the September 20, 2011 City Commission Meeting.

Resolution No. 40-11 (Final Property Millage Levy and Debt Service Millage Rate):  A resolution levying a tax on all properties within the City of Delray Beach to support City operation and maintenance costs and for debt service payments (principal and interest) for FY 2012 for various programs/projects that were bond funded. 

The FY 2012 operating millage of 7.19 per $1,000 of assessed value did not increase from FY 2011 and is less than the rolled-back millage rate (7.4922) by 4.03%.

The FY 2012 debt service millage rate is 0.6133 per $1,000 of assessed value supports various voter approved general obligation (GO) bond programs/projects (infrastructure, recreational, parking and building improvements).

Resolution No. 41-11 (Millage Levy/DDA):  A resolution levying a tax on all properties within the Downtown Development Authority (DDA) Taxing District to promote the Downtown area for FY 2012. The DDA is governed by a separate, appointed Board.

The FY 2012 millage rate of 1.0000 for the DDA did not increase from FY 2011 but is more than the rolled back rate (0.9860) by 1.42%. 

Resolution No. 42-11 (Budget Adoption for FY 2012): A resolution appropriating funding to support all necessary expenditures of the City of Delray Beach for the period October 1, 2011 through September 30, 2012.

The FY 2012 Budget utilizes an operating millage rate of 7.19 and a debt service of 0.6133.

Truth in Millage (TRIM) Notice - The Palm Beach County Property Appraiser sends out the Notice of Proposed Property Tax (also known as  the Truth in Millage or TRIM Notice) to all property owners annually in August. The TRIM Notice states current property taxes and proposed property taxes based on the budgets of all the taxing authorities.

The TRIM Notice specifies:

  • Your estimated taxes based on the tax rates from the various taxing agencies that levy a tax on your property:
    • City of Delray Beach Operating & Debt Service
    • Palm Beach County School Board
    • Palm Beach County Operating & Debt Service
    • Palm Beach County Health Care District
    • South Florida Water Management District - Operating
    • South Florida Water Management District - Everglades Construction Project
    • Florida Inland Navigational District
    • Children's Service Council 
  • If Eligible, Your Property Tax Exemptions
  • Notice of Public Hearings
  • Information on how to contact the Palm Beach County Property Appraiser's Office to challenge the value of your property

The Final Property Tax Notice is mailed by the Tax Collector on or about November 1, 2011. These taxes are collectable from November 1, 2011 until March 31, 2012.  A discount in the total tax payment may be provided for early payment.
