Human Resources Department
The primary objective of Human Resources is to serve as a support entity for all departments within the City providing responsive, responsible, accurate, consistent, and defensible guidance in the areas of benefits, classification and compensation, employee/labor relations, training/organizational development, recruitment and retention of top talent. Human Resources supports the City’s objectives through participative leadership, implementation of innovative management solutions, and recognition of individual and organizational successes with excellence, integrity and the highest standards of confidentiality.

The Employee Benefits Division manages the City’s comprehensive benefit program, Employee Health and Wellness Center and work-life program. The Division provides benefit and wellness education, problem resolution to employees, retirees and eligible family members. The Division is responsible for the operation of the Employee Health and Wellness Center, the coordination of wellness seminars, and promoting events in partnership with the health plan carrier. Programs are maintained that optimize health and productivity, promote a healthy lifestyle and attract and retain employees.
Employee & Labor Relations
In order to promote a high-quality workforce and collaborative relationships between employees, management and employee organizations, the Employee and Labor Relations function within the Human Resources department provides, guidance, training and recommendations on managing performance and conduct issues, provides contract interpretations, resolves complaints at the lowest level possible, and negotiates timely and fiscally responsible agreements.

The Recruitment Services Section provides innovative, responsive, fair and consistent recruitment, selection, classification and compensation services to City Departments, employees, and job applicants to ensure that the City employs and retains a qualified and diverse workforce that delivers essential services to the public.
Training and Organizational Development
The Training and Organizational Development Division creates, promotes and fosters individual and organizational effectiveness by offering innovative development plans and classes that support the City’s goals and core values.
