City Commission Mission Statement:
The City Commission will provide sound public policy and lead the City toward our vision of a unified community with a viable downtown, quality neighborhoods, quality educational opportunities and an expanding, diversified local economy.
The City Commission is the principal legislative and government body of the City. The Mayor, elected every three years, presides over a board of four commission members who are elected to three-year alternating terms by the community at large.
City Commission meetings are held on the first and third Tuesdays of each month. All Commission meetings are held at City Hall and begin at 6:00 p.m. You may view the City Commission's agendas, voting results, and minutes, which are maintained by the City Clerk's Office. Any person may address the Commission regarding agenda or non-agenda items at the appropriate time during the meeting. Mayor Shelly Petrolia
Mayor Shelly Petrolia is a Palm Beach County native who has lived and worked in Delray Beach for more than 25 years. She and her husband own a real estate business and are raising their four teenage boys here.
Since her election to the Delray Beach Commission in 2013, Mayor Petrolia has focused on:
- Ensuring that city contracts get put out for bid;
- Initiating Sober Home laws to protect those in recovery and citizens;
- Pushing for fair restructuring of pensions;
- Tackling climate change issues and the effects of rising sea levels;
- Speaking up for the arts and cultural community;
- Supporting development that enhances our community without threatening its historic legacy;
- Advocating for a vibrant business community;
- Successfully demanding annual tax rate reductions;
- Being Prepared and Asking tough questions.
She holds a Bachelor’s degree double majoring in Finance and Risk Management/Insurance from Florida State University.
Adam Frankel was born and raised in Toledo, Ohio. He graduated from The Ohio State University, acquiring a Bachelors of Arts degree in Political Science. Adam decided to immediately continue his education, and did so in his hometown by attending law school at The University of Toledo College of Law, earning his Juris Doctorate.
Not long after graduating from law school, Mr. Frankel moved to Delray Beach, Florida and was admitted to the Florida Bar Association. His first job helped mold his experience and perspective, as he served as an Assistant Public Defender in Palm Beach County from 1999 until 2001. After three years of diligently defending indigent clients who could not afford an attorney of their own, Mr. Frankel decided to embark on a private practice. He opened his law office in 2001, and since then has been representing clients all over Florida in criminal matters. Mr. Frankel is the founding partner of Adam Frankel Law practicing Criminal Defense, Real Estate and Personal Injury Law with an office in Downtown Delray Beach, Florida. He is also currently serves as a Public Arbitrator for the Financial Industry Regulatory Authority (FINRA).
Mr. Frankel served on the City of Delray Beach Police and Firefighters Retirement System Board of Trustees from March, 2008 until June 2016. He was elected by the Board as Vice-Chairman in January 2012 and Chairman of the Board of Trustees in March 2014. He has spoken and participates in Public Fund, and various financial conferences throughout the United States and abroad. Mr. Frankel is a graduate of the International Foundation of Employee Benefit Plans Trustees Masters Program and Alternative Investment Strategies Program Graduate from The Wharton School of the University of Pennsylvania.
Mr. Frankel was elected to serve on the Delray Beach City Commission on March 10, 2009 and served as the Vice-Mayor of the City from 2010-2011. In 2011, Mr. Frankel was appointed to the Palm Beach County Tourist Development Council by the Palm Beach County Commission and served thru 2015. In July 2016, He was selected by Palm Beach County State Attorney Dave Aronberg to serve on his task force in developing common sense solutions in areas of regulation, marketing and oversight of the addiction recovery industry. Mr. Frankel was elected to serve a fourth term on the Delray Beach City Commission on March 13, 2018 and was nominated to serve as the Vice-Mayor of the City from 2018-2019.
In 2016, Mr. Frankel was selected by Palm Beach County State Attorney Dave Aronberg to serve on his Sober House Task Force in developing common sense solutions in areas of regulation, marketing and oversight of the addiction recovery industry. Mr. Frankel currently is a member of the board of directors for People’s Trust Insurance and serves on the board of advisors for Nanobeak, a company that is developing a sensor that will screen for the Volatile Organic Compound signatures in a person’s breath.
Mr. Frankel was named a “Top 40 Professional under 40” by Atlantic Avenue Magazine in May, 2010 and one of the “8 Delray Up & Comers” by Delray Beach Magazine in March, 2011. He has been an Executive Committee Member of the Boca Raton Bowl since its inception in 2014.
Deputy Vice-Mayor Shirley Johnson
Shirley Johnson was elected to the City Commission on March 14, 2017. Born in Savannah, GA, she grew up in Delray Beach and has always lived in the Northwest section of the City. She graduated from Howard University with a BA in Government/Political Science.
Mrs. Johnson spent 26 years with the International Business Machines Corp (IBM) in various administrative positions. Her last assignments were as Administration Manager and Systems Analyst. These posts were in the IBM Washington, Maryland and Virginia Metro areas.
She retired to Delray Beach and another career of Community Activism/Organization. She helped to organize the Paradise Heights Homeowners Association (served as President for three years), MADDs, worked with several after-school youth mentoring programs, helped conduct Voter Rights Restoration workshops, voter registration drives since 2004 and, most recently, was a volunteer assistant to teachers at the Full Service Center School. Her continuing desire is to always help to better the lives of her fellow residents. It has always been her lifetime goal to serve all the community of Delray.
Mrs. Johnson has been married for 48 years and she has two children and three grandchildren
Commissioner Ryan Boylston
Ryan Boylston was born in Pompano Beach and is a second generation Floridian. He was the first in his family to graduate college. After receiving a Bachelor of Science degree in Marketing from the College of Business Administration and a minor in Mass Communications from the Nicholson School of Communications at the University of Central Florida, Ryan moved to Delray Beach with his then, fiancé. Since 2005, Ryan and his wife, Cassidee, have grown their family with the addition of Preston, Elliott, and Madelyn.
Professionally, Ryan Boylston is the Founder and CEO of Woo Creative. His team of highly skilled design professionals has led clients to see increased awareness and visibility via dynamic and creative marketing strategies. Ryan also founded the Delray Newspaper, Boca Newspaper, Joust Umbrellas and The KTCHN - a eight desk co-working space housed in his office on Atlantic Avenue.
Ryan’s dedication to leadership is demonstrated by serving as Delray Beach City Commissioner, Board Member, Palm Beach Tech; Board Member, Allstar Smiles Foundation; and Past Chairman, Delray Beach Downtown Development Authority (DDA); Past Member, Delray Beach Education Board; and Past Chairman, Board of Directors, Plumosa School of the Arts Foundation.
Commissioner Bill Bathurst
Commissioner Bill Bathurst is a graduate of Atlantic High School, Palm Beach State College and earned his Bachelor of Science Diploma from the University of Florida where he majored in Public Relations and Marketing. Upon graduation, he held a number of brand management and marketing positions with several Fortune 500 firms. Mr. Bathurst has more than 25 years of broad-based leadership experience at both executive and entrepreneurial levels with key responsibilities in consumer marketing and brand strategy.
After a successful career in Brand and Business Unit Management, he and his family relocated back to Delray Beach where he has a large extended family, which includes his Grandfather, a local pioneering farmer, agribusiness-man, and contractor. Since returning to Delray Beach, Bill has been a strong advocate for the local technology and entrepreneurship ecosystem. He is an active Civic Leader who supports the community in its efforts to grow, yet maintain the Village by the Sea feel. Prior to serving on the Commission, he served on the several boards and committees including the Historic Preservation Board, Congress Avenue Task Force, Human Powered Delray, Palm Beach State College Dean's Advisory Board, District Chairman Boy Scouts Of America, and the Delray Beach Historical Society. On the commission, Mr. Bathurst plans to utilize his deep knowledge of Delray Beach and his decades of Corporate leadership experience to craft and achieve a citizen-driven vision for the future of Delray.
Most recently Mr. Bathurst has been the Managing Broker of Golden Bear/NV Realty where he has built a thriving real estate business. Commissioner Bathurst and his wife Debra celebrate 30 years of marriage in 2018 and have two grown sons who live in the area.
